Construction Management

On-site and owner's representative construction management services for VDOT, NCDOT, and municipal projects throughout the construction process. Our construction managers monitor progress, resolve field issues, coordinate with designers and contractors, manage submittals and RFIs, and keep projects moving toward successful completion.

Construction Engineering & Inspection (CEI)

Responsible charge engineering, daily construction inspection, materials documentation, and project controls for VDOT and municipal construction contracts. Our licensed engineers and certified inspectors maintain the highest standards of documentation and quality oversight throughout construction.

Service 04

Construction Quality Assurance / Quality Control

Independent QA management and senior QC inspection services verifying that materials, workmanship, and completed work meet contract requirements. We develop and implement quality control plans, perform acceptance testing oversight, and provide detailed nonconformance documentation and resolution.

Roadway and Maintenance of Traffic Design

Roadway and maintenance of traffic design services that keep construction projects on schedule while maintaining safety for workers and the traveling public.

Project Scheduling / Schedule Impact Analysis

CPM schedule development, review, and analysis for complex construction projects. We create baseline schedules, perform progress updates, and conduct time impact analyses (TIA) to evaluate schedule delay claims, identify critical path impacts, and support contract administration decisions.

Claims Analysis & Mitigation

Expert preparation, analysis, and evaluation of contractor claims involving delay, loss of productivity, scope changes, and differing site conditions. Rich Engineering's principals have extensive experience representing owners and contractors in claim development, negotiation, and dispute resolution, including litigation support.

Cost Estimating

Detailed and conceptual cost estimates for transportation and municipal infrastructure projects at any stage — from planning-level parametric estimates through construction-ready quantity takeoffs. Our estimates are grounded in current market knowledge and supported by thorough documentation.

Constructability & Biddability Reviews

Pre-bid and pre-construction reviews that identify design conflicts, coordination issues, ambiguous specifications, and opportunities to reduce construction risk. These reviews help owners avoid costly field problems and change orders by resolving issues before construction begins.

I-81 widening construction, Roanoke County, Virginia

I-81 Widening, Exit 137 to 141 Design Build

Roanoke County & City of Salem, VA  |  Owner: VDOT Salem District  |  $292.5 Million

Rich Engineering is performing CEI services and Quality Control on this $292.5 million design build contract along I-81 between Mile Markers 137 and 141. The project adds an additional lane in both directions, replaces bridges over multiple routes, improves three interchanges, installs concrete median barrier, and adds approximately 2.6 miles of sound barrier walls.

Glade Creek Greenway Phase 2

Rich Engineering performed construction inspection services extending the Glade Creek Greenway trail from Gus Nicks Boulevard, under a Norfolk Southern rail line, across Glade Creek and into Gearheart Park — connecting to the City of Roanoke Greenway network. Work included grading, storm drainage, concrete barrier, and asphalt paving.

Rich Engineering provided QA management and senior QC inspection for a new road alignment between Commonwealth Parkway and Summit View Connector Road. Work included a stormwater management basin, 165-foot box culvert, storm drainage, water main, curb and gutter, shared-use path, and a new Park-and-Ride facility.

Rich Engineering performed construction inspection for a revenue-sharing project replacing existing asphalt with permeable concrete to minimize stormwater ponding. Work included demolition, excavation, storm drainage, and permeable concrete placement.

Rich Engineering performs inspection for multiple bridge rehabilitation projects including I-81 bridges in Shenandoah County, Route 42 over CSX Railroad in Alleghany County, and I-81 over North River in Rockingham County. Work includes shotcrete repairs, waterproofing, and hydro demolition/latex overlay of bridge decks.
